The cover is a flashback scene of the ship. This is the “MADS Research Center“, funded by “God of Fortune” Du Feld (aka “Loan Shark King”, one of the guests at Big Mom’s tea party held at the Whole Cake Island Arc). The chapter begins with Lucci trying to attack Luffy. Stussy and Kaku stop Lucci by telling him that they needs to get permission from Marine to fight Yonko. Luffy sees Atlas badly damaged and attacks Lucci first.
The Marines report that Kizaru has already left for Egghead Island. Back on Egghead Island, Luffy and Lucci fight. Luffy is Gear 5 and Lucci has awakened devil fruit form. Lucci’s awakened form is identical to his Slender hybrid form. Lucci’s black furs looks now like black flames. A cloud of black vapor floating around his neck (similar to Luffy in Gear 4/Gear 5). Sentoumaru appears with S-Snake, S-Hawk and S-Shark. Seraphim cannot give orders to Den Den Mushi, so Sentoumaru must give orders at the same time.
“level of authority” to command Seraphim is: Gorousei → Vegapunk → Santomaru → Anyone that holds the “command chip” (CPO has it now).
Santomaru orders S-Bear to attack the CPO. Jinbe and Chopper take Bonnie and meet Seraphim. Jinbe is shocked to see S-Shark. Nami and Straw Hat Crew are stunned. Real Vegapunk “Isn’t this world so much fun?” Cut to Luffy Vs. Lucci again, they clash. Luffy is smiling and laughing all the time, he’s jumping around having fun while he avoids Lucci’s attacks. Luffy’s new move “Gomu Gomu no Mogura”. He transforms the floor into a fist and punches Lucci in the stomach, vomiting blood and blowing him away. Luffy stops when he sees Sentoumaru.
Luffy greets Sentoumaru and speaks while jumping up and down. Sentoumaru, who was picked up by Vegapunk and released from poverty, owes Vegapunk a big debt. So Sentoumaru chose to fight CPO. Sentoumaru asks Luffy for something. Sentoumaru “Mr. Mugiwara, please take Vegapunk with you!!” While Luffy and Sentoumaru are talking, Lucci recovers. Lucci rushes in with “Soru” and attacks Sentoumaru with “Shugan”. Sentoumaru is seriously injured. Lucci says “Get rid of the commander. Seraphim, follow our orders!!” Luffy is shocked and angry. Luffy “Axe guy!!”
